§ 19-2  GENERAL RULES OF OPERATION.
   (A)   Every taxicab shall be operated with due regard to the safety and comfort and convenience of the passengers and for the safe and careful transportation of property and for the safety of the general public.
   (B)   No taxicab shall be operated at a rate of speed greater than that established by state laws, or by ordinances of the city, or without proper regard for the conditions then existing, or in a manner or condition as to endanger or to be likely to endanger the safety of passengers, pedestrians, vehicles or the person and property of others.
