§ 19-1  DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CERTIFICATE.  A certificate of public convenience and necessity issued by the Board licensing the operation of a taxicab or taxicabs.
   CRUISING.  The movement of unoccupied taxicabs over the public streets in search of, or soliciting, prospective passengers for hire, except that unoccupied taxicabs proceeding to answer a telephone call for taxicab service from an intending passenger, and taxicabs returning by the most direct route, after having discharged a passenger or passengers, to the garage where the taxicab is housed or to its depot or terminal nearest to the place of discharge of the passenger or passengers, shall not be considered CRUISING.
   DRIVER.  Any person who drives a taxicab.
   INSPECTOR.  The member of the Police Department designated to enforce the provisions of this chapter.
   MANIFEST.  A daily record, prepared by the driver, of all trips made by the taxicab which he or she operates, showing time and place of origin and destination of each trip and the amount of fare.
   MEMORANDUM CERTIFICATE.  The card issued by the inspector to a taxicab owner for display within a taxicab indicating that the taxicab has been granted a certificate of public convenience and necessity.
   OWNER.  Any person to whom a certificate for public convenience and necessity for the operation of a taxicab or tabs has been issued.
   TAXICAB.  Any motor vehicle seating six or fewer per driver operating upon any street, on call or demand, accepting or soliciting passengers indiscriminately for hire between the points along the streets or highways as may be directed by the passenger or passengers so being, transported and shall not include common carriers, as defined in G.S. § 62-3.
