(A) No persons assembled on the sidewalks or passageways so as to obstruct the free passage of persons along the same shall refuse or fail to disperse or move on when ordered to do so by a police officer.

(B) Punishment for a violation of this section shall be as set forth in § 1-99, except that the penalty shall be as is set out in the appendix attached hereto and made a part hereof. A copy of the penalty schedule, which may be amended from time to time, shall be kept on record in the office of the City Clerk.
