§ 18-12  CUTTING ASPHALT OR CONCRETE.
   (A)   No person shall cut the asphalt or concrete of a sidewalk or streetwithout a permit issued by the Board.
   (B)   The work, as well as the restoration of the sidewalk or street to its original condition, shall be performed by the permittee or the Superintendent of Streets.
   (C)   If the work is to be performed by the city, the permittee shall pay to the city a fee equal to 110% of the estimated cost of doing the work, including the restoration of the street or sidewalk to its original condition.
   (D)   If the work is to be performed by the permittee, the permittee shall post with the city a cash or surety bond in an amount equal to 110% of the estimated cost of doing the work, including the restoration of the street or sidewalk to its original condition.  Upon satisfactory completion of the work and restoration of the street or sidewalk to its original condition, the bond shall be returned to the permittee and its surety released from his or her obligation under the bond.
