(A) It shall be unlawful to tear up, dig up, excavate or remove any dirt or earth from any street or sidewalk within the city, without the written permission of the Superintendent of Streets. The permission shall be granted if the proposed will not endanger the public.

(B) Punishment for a violation of this section shall be as set forth in § 1-99, except that the penalty shall be as is set out in the appendix attached hereto and made a part hereof. A copy of the penalty schedule, which may be amended from time to time, shall be kept on record in the office of the City Clerk.
(A) No person shall cut the asphalt or concrete of a sidewalk or streetwithout a permit issued by the Board.
(B) The work, as well as the restoration of the sidewalk or street to its original condition, shall be performed by the permittee or the Superintendent of Streets.
(C) If the work is to be performed by the city, the permittee shall pay to the city a fee equal to 110% of the estimated cost of doing the work, including the restoration of the street or sidewalk to its original condition.
(D) If the work is to be performed by the permittee, the permittee shall post with the city a cash or surety bond in an amount equal to 110% of the estimated cost of doing the work, including the restoration of the street or sidewalk to its original condition. Upon satisfactory completion of the work and restoration of the street or sidewalk to its original condition, the bond shall be returned to the permittee and its surety released from his or her obligation under the bond.

(A) No person shall lay any pipe, mains or connections in any street of the city without first obtaining a written permit from the Superintendent of Streets to do the work.
(B) A permit shall be granted if the work will not endanger the public safety.
