§ 18-6  CELLAR DOORS.
   (A)   Every owner or occupant of a building which has a cellar door or vault or entrance in a public footway shall keep the same in good repair and shall keep the door closed at all times, except when in temporary use.
   (B)   Under the supervision of the Chief of Police, the owner or occupant shall make the same safe for the public by placing substantial guard rails where directed by the Chief of Police.
