§ 17-3  GENERAL POWERS AND DUTIES.
   It shall be the duty of the police to suppress all disturbances in the city, to maintain peace, quiet and good order, to prevent all injury to property, to execute all warrants issued by the district court, and to arrest all persons violating any of the ordinances of the city or any of the laws of the state.  The arrests may be made without warrants, when necessity may require it, but when an arrest has been made without a warrant, the police officers making the arrest shall procure a warrant for the offender as soon thereafter as is practicable.  The police officers shall also carefully inspect the streets and sidewalks and endeavor to prevent injury thereto, reporting to the proper authorities the need for any repairs that may exist.
