§ 17-2  SPECIAL POLICE.
   Whenever, in the opinion of the City Manager, it shall be necessary to employ a detective or extra or special police, the City Manager shall have the power to do so; provided, that no greater expense than $150 shall be incurred without a vote of the Board.
