(A) The Board may appropriate moneys as it may deem necessary for the purpose of carrying on the activities of the Recreation Department.
(B) (1) The Recreation Committee shall act in an advisory capacity to the Recreation Director and the City Manager in developing the annual budgetary request to be presented for consideration by the Board of Commissioners.
(2) Except as otherwise directed by the Board, funds received by the Committee and/or the Recreation Department, other than revenue from appropriations and facilities of the Recreation Department, shall be used to supplement the Department's budget.
(3) The funds shall be paid to the city, shall be disbursed for the purposes for which the funds were accepted and shall be disbursed in the same manner as other Department funds.
