(A) It shall be unlawful for any person to enter upon any real property belonging to or under the control of the city unless the person does so under the direction or the supervision of the City Manager or his or her duly designated representative. This section is applicable to property of the city, both inside and outside of the city limits.

(B) Punishment for a violation of this section shall be as set forth in § 1-99, except that the penalty shall be as is set out in the appendix attached hereto and made a part hereof. A copy of the penalty schedule, which may be amended from time to time, shall be kept on record at the office of the City Clerk.
