§ 8-81  FEES FOR FIREFIGHTING SERVICES OUTSIDE CITY LIMITS AND FOR BUILDINGS USED FOR INDUSTRIAL STORAGE.
   (A)   Contracts.  The city will contract with industries outside the city limits and with owners of buildings rented for industrial storage purposes, for the furnishing of fire firefighting services furnished by the City of Oxford Fire Department.
   (B)   Service area.  The services will be provided in the area generally within the zoning jurisdiction of the city which is approximately a one-mile radius around the city limits; and generally not more than three miles from the fire department quarters in a straight line distance.
   (C)   Fees.
      (1)   The fire charges shall be based on the ad valorem tax listing of the properties served based on the preceding year’s valuations and applied on a calendar year basis as follows.
      (2) Outside industrial firefighting fees are increased to a flat $.15 per $100 valuation to be phased in over a three-year period as follows:
         (a)   Calendar year 1997:
            1.   Category II:  $.06 to $.09
            2.   Category I:  $.09 to $.11
         (b)   Calendar year 1998:
            1.   Category II:  $.09 to $.12
            2.   Category I:  $.11 to $.13
         (c)   Calendar year 1999:
            1.   Category II:  $.12 to $.15
            2.   Category I:  $.13 to $.15
         (d)   Category I are values to $10,000,000 and Category II are values over $10,000,000.
   (D)   Continuity of service.  All existing services will be continued pending execution of new contracts to be effective on an annual basis beginning January 1, 1989, with a deadline of February 10, 1989 as the cutoff date for any service users that elect not to continue the service.
   (E)   Service for new users.  In the event new users desire to be served the rate will be based on an estimated valuation subject to the approval of the city and the Oxford Fire Company (pro-rated on the calendar year).
   (F)   Definition.  INDUSTRY.  A person, firm, or corporation engaged in the processing or manufacturing or products for wholesale distribution.  A manufacturing concern that has a retail outlet is not disqualified for these rates.
