§ 8-46  OBSTRUCTIONS AND PROHIBITED PARKING.
   (A)   (1)   It shall be a violation of this code to obstruct, with a vehicle, a fire hydrant, fire protection equipment or fire station.
      (2)   It shall also be a violation of this code to park a vehicle, at any time, in a designated and marked fire lane. Any vehicle found obstructing any fire hydrant, fire protection equipment or fire station, or parked in a designated and marked fire lane may be removed or towed away by or under the direction of the fire official or his or her officers to a storage area or garage.
   (B)   The owner of the vehicle shall be deemed to have appointed the fire official as his or her agent for the purpose of arranging for the transportation and safe storage of the vehicle.  The owner of the vehicle, before obtaining possession thereof, shall pay all reasonable cost incidental to the removal and storage of the vehicle due for violation of obstructing or prohibited parking.  The driver of the vehicle shall also be subject to a citation and monetary penalty.  Neither the fire official nor his or her officers shall be held criminally or civilly liable in any way or manner for any acts or omissions arising out of or caused by carrying out or enforcing any of the provisions of this section, unless the conduct of the fire official or his or her officers amounts to wanton misconduct or intentional wrong doing.
