During any fire, the Chief, his or her assistant, or the City Manager or Mayor shall have power to call out all persons to assist in extinguishing the same, in pulling down or blowing up any building, removing any goods or furniture or other property from any building on fire or in danger of being set on fire to some place of safety and to assist in making arrests. It shall be unlawful for any person to fail to obey any order.
