SEC. 22. IMPROVEMENTS, ASSESSMENTS, AND LIENS.

   The Board of Commissioners of the City of Oxford is hereby authorized and empowered to make such improvements, assessments and declare liens therefor in the

manner and as is authorized in North Carolina General Statutes and amendments thereto relating to municipalities.
