(A) It shall be unlawful for any person to dig, cause or permit to be dug any grave on any plot or lot in Elmwood or other municipal cemetery without permission from the City Manager.
(B) It shall be unlawful for the City Manager to grant a permit to any person to dig a grave on any plot or lot of Elmwood or other municipal cemetery which is not fully paid for or for which a deed has not been executed.
