The North Carolina Minimum Standards Housing Code, as the same exists on the date of adoption of this code, of which not less than three copies have been and are now on file in the office of the City Clerk, is adopted and incorporated as fully as if set forth at length herein, and the provisions therein shall be controlling in the use, maintenance and occupancy of all dwellings and dwelling units and/or structures within the city.
