SECTION 14.03 Prohibited Transactions
   The authority granted Council in Sections 14.01 and 14.02 hereof shall not extend to the purchase or sale of real or personal property from or to any elected or appointed official of this Municipality or any of its employees. If real or personal property owned by an official employee of the Municipality is determined to be needed for a municipal public purpose, the property may be acquired by eminent domain, or pursuant to any other court determination that it is a bona fide transaction for a fair market value. A member of Council shall not vote or deliberate as a member of the Council with respect to any sale or purchase of property in which he or she has an interest.
