SECTION 4.11 Authentication, Recording and Publication of Ordinances
   All ordinances and resolutions shall be authenticated with the signature approval of the Mayor and the attestation of the Clerk. All ordinances shall be reviewed and approved as to form by the Law Director. Ordinances shall be read by title on three (3) separate days unless Council suspends this rule by at least a three-fourths vote of the entire Council, not counting vacant offices of a member of Council. Ordinances shall be passed by at least a majority vote (2/3 vote) of the entire Council. Ordinances shall become effective upon passage and shall be published by title for two (2) consecutive weeks in a newspaper of general circulation in the Village. If publications are not made or are incorrectly made, the ordinance or resolution shall be valid, but the Clerk of Council shall forthwith cause it to be published correctly.
