All matters of a general, permanent or penal nature shall be adopted by Ordinance in the manner set forth in Sections 4.04 and 4.11. Resolutions may be adopted by motion, duly seconded, and an affirmative majority vote as defined in Section 4.04. Resolutions shall be a formal memorialization of a motion and shall not be substituted for an ordinance. Motions and votes thereon shall be recorded in the minutes of Council. Resolutions shall be authenticated as set forth in Section 4.11.
