SECTION 4.12 Meetings
   Council shall meet at least two times per month in accordance with an ordinance establishing the time and day of regular meetings. Special meetings may be called with at least 24 hours written notice to Council members and the Mayor, issued by the Mayor, President of Council, or any three (3) Council members, which may include the President of Council. The written notice shall include the purpose of the meeting and such meeting shall be restricted to such purpose. Emergency meetings may be called in the same manner with 12 hours notice.
