SECTION 4.04 Quorum; Majority Vote
   A quorum for Council, for its committees and for any board established by this Charter shall consist of a majority of the members of that body. The term "majority vote" as it applies to Council and other boards and committees means a majority of the entire Council, board or committee. If Council is evenly divided upon a vote, then the Mayor shall cast the deciding vote, provided such vote aggregates to a majority of the entire Council, or four (4) votes. When one or more offices of a Council Member shall be vacant, the requirement of a vote of four (4) members shall not be required and the quorum and vote requirements shall be a majority of the remaining members of the Council.
