(a) Council shall appoint a Clerk of Council who shall serve at the pleasure of Council and perform the duties specified in subsection (b) below. Council may appoint other employees who shall serve at the pleasure of Council and perform such duties as Council may require. All such employees shall be confidential unclassified employees of the City.
(b) The Clerk of Council shall give notice of Council meetings to its members and the public; attend all meetings of Council; keep a journal in which the yes and no votes of each member of Council voting upon an ordinance or resolution shall be entered except when a vote is unanimous; and perform such other duties as are assigned by this Charter or by the Council or by State law. The Clerk shall have custody of the records of all rules, by- laws, ordinances and resolutions passed or adopted by Council and such records shall be available to the public.
