Sec. III-4. ORGANIZATION OF COUNCIL.
Within ten (10) days from the commencement of its term on the first day of December next following each regular Municipal election, Council shall meet at the Council chambers for the purpose of organization. At such time the Council shall elect one of the members thereof as President of the Council to serve until his/her successor shall have been elected unless in the meantime he/she ceases to be a member of Council, in which event Council shall elect another member of Council to serve as President of the Council until his/her successor shall have been elected. In the absence of the President, the Council shall elect a President pro tem.
The President of Council, in addition to his/her obligations, rights and duties as a member of Council, shall preside at all of its meetings, and shall perform such other duties as are prescribed in this Charter and as may be imposed on him/her by the Council.
