A. Changing Grade Lines: No person, firm or corporation without a permit, as required in section 7-2-1 of this chapter, shall change, alter or otherwise vary or disturb the grade line as now existing upon any street, alleyway or park within the city. (1985 Code § 14-501)
B. Plans And Approval Required: It is unlawful for any public utility to alter, open, or cause to be opened, the surface of any street, alley or other public passage or causeway without first having supplied the city clerk with plans designating the proposed project and securing prior approval from the city manager. (1985 Code § 14-502)
