(A) To carry out any lawful function of Obetz, the majority of Council may authorize contracts, or otherwise provide for cooperation or joint action, between Obetz and any other person or entity not specifically forbidden by the Ohio Constitution.
(B) The powers granted by this section shall be liberally construed to authorize intergovernmental cooperation, but shall not authorize the avoidance of the provisions of this Charter concerning taxation or initiative or referendum.
