2.02 EXERCISE OF POWERS.

Obetz shall exercise all of its powers in the manner described in this Charter. If not addressed in this Charter, Obetz shall exercise its powers in the manner provided by ordinance. If not covered in this Charter or an ordinance, then Obetz shall exercise its powers in the manner provided by Ohio law until Councl provides a different manner of exercising the powers.
