2.03 CONSTRUCTION OF POWERS.

Any interpretation of Obetz’ powers under this Charter shall be broadly interpreted in the most favorable way for Obetz. The specific mention of particular powers in the Charter shall not be interpreted to limit the general powers stated in this Article.
