(a) Authority. Whenever in Sections 935.03 to 935.13 and 935.99, or the Columbus City Codes, authority is given to an officer or an act is required to be performed, such authority may be exercised and such act performed, at the insistence of such officer, by a deputy or subordinate unless contrary to law or to the clear intent of any such particular provision;
(b) City. Where the word “City of Obetz” is used in the Columbus City Codes, that word shall mean “City of Obetz” so as to make such code adaptable to the Municipality;
(c) Council. The word “Council” means Council of the Village of Obetz, Ohio;
(d) Sewerage Engineer. When the duty as mentioned in the Columbus City Codes is to be performed by a “Sewerage Engineer” that duty shall mean the Village Engineer or a professional engineer representative of the Administrator who has responsibility for approvals where required;
(e) Building Inspector or Sewer Inspector. When the name “Building Inspector” or “Sewer Inspector” is mentioned in the Columbus City Codes, such name shall mean an authorized representative of the Administrator when responsibilities are designated;
(f) Director of Public Service. “Director of Public Service” as used in the Columbus City Codes means the Administrator of the City of Obetz for those items of responsibility for the normal operation, maintenance and addition of taps except where line extensions, opening of street, sewer agreements, assessments and reimbursements and/or special agreements are required which shall be the responsibility of the Mayor and Finance Director ;
(g) Fees and Charges. All fees and charges are to be paid to the office of the Administrator and deposited monthly with the Finance Director, such permits and fees being recorded at the Office of the Administrator;
(h) Director of Public Service. “Director of Public Service” as used in the Columbus City Codes shall mean the Mayor and Finance Director of the Municipality for approval and acceptance of new construction, line extensions and improvements to the system, and as further defined in the Ohio Revised Code.
