SECTION VII. CREATION OF NEW DEPARTMENTS, OFFICES, COMMISSIONS AND BOARDS - CHANGE OF DUTIES.
   Council by ordinance may create, change, or abolish entities consisting of offices, commissions, departments, boards, or committees other than those established by this Charter that are intended to be permanent or as required by law. Council by ordinance may assign additional functions or duties to such entities and those that are established by this Charter but may not discontinue or assign to any other entity any function or duty assigned by this Charter to a particular entity. Administrative officers appointed by Council shall serve at the pleasure of Council.
   Council may by motion provide for such other boards, committees, or commissions for a specific purpose and for a limited duration as it may deem necessary from time to time and determine the purpose and the duties of each.
