Council shall appoint a Treasurer to serve at Council’s pleasure who shall be custodian of all municipal funds and shall keep the monies in such manner and in such place as is determined by Council. He or she shall pay out money only on warrants issued by the Finance Director. The office of Treasurer may be combined with that of Clerk or City Manager but not that of Finance Director.
