§ 112.70 SERVICES NOT UNDER CONTRACT WITH CITY.
   (A)   License required; application and fee.
      (1)   No person shall maintain or operate a vehicle towing service in the city without first obtaining a license therefor.
      (2)   An application for a license required by division (A)(1) of this section shall specify the number of vehicles owned and operated by the applicant.
   (B)   Parking of towing vehicles. No person shall stand or park a towing vehicle upon any service station, garage or private or public property unless the owner thereof has obtained a license as provided in division (A) of this section.
   (C)   Age of applicant. No license required by division (A) of this section shall be issued to any person under 18 years of age.
   (D)   Registration. The Business License Commissioner shall keep a register of the names of persons to whom the license required by division (A) of this section is granted, the date of issuance, the number of the license and a description of the vehicle or vehicles licensed.
   (E)   License revocation or suspension; inspection of vehicles.
      (1)   The Mayor or the Business License Commissioner may revoke any license issued under this section for a violation of or failure to comply with any of the provisions of the section or for a violation of any state or city traffic regulation. In such event, the fee paid for the unexpired term of the license shall not be refunded.
      (2)   If any towing vehicle licensed under this section becomes unsafe for towing or unsightly in appearance, the license for the vehicle may be suspended by the Mayor or the Business License Commissioner until the vehicle is put in safe condition for towing service. Every vehicle licensed under §§ 112.60 through 112.70 shall be subject to inspection by the chief twice each year to ensure compliance with the provisions of the section.
   (F)   Towing vehicles for storage in city. No person shall tow or allow to be towed any motor vehicle into the city for the purpose of storage.
