(a) Each application for a building permit for the erection, construction, remodeling or alteration of, addition to or moving of any building shall be accompanied by a topographic survey in a form on file in the Building Division, which topographic survey shall contain the information shown on such form, shall be certified by a licensed engineer or surveyor, and shall be examined by the City Engineer prior to the commencement of any construction.
(b) Each applicant shall, upon making application for a building permit in connection with which a topographic survey is required, pay to the Building Commissioner, for engineering and inspection services, such fees as are herein referred to, in addition to all other fees and deposits required. Fees shall be charged as set forth in Chapter 214 of the Administration Code for:
(1) The inspection of the grade and building setbacks at the footers when completely formed and before pouring;
(2) The inspection when the foundation is topped out and ready for the plates; and
(3) The inspection after final grading.
(c) No building permit shall be issued to any applicant unless the certified topographic survey plan submitted by the applicant has first been approved by the City Engineer.
(d) No construction or erection of, addition to or moving of any building shall be permitted to proceed after the footers have been formed unless the City Engineer has approved the grade and setbacks of such footers.
(e) In any case wherein an application is made for a building permit to remodel, make an addition to or alter an existing building, which building was built in conformity with the grade established by the proper Municipal authority, the Building Commissioner is hereby authorized to waive the requirements of a topographic survey with respect to such application if he or she determines that the remodeling, alteration or addition will be constructed in conformity with the grade theretofore established.
