Council may issue a special permit as provided in Section 840.01 upon written application made by a person who or which proposes to maintain, conduct, promote or operate a mass musical or public entertainment, together with the owner, lessor or licensor who proposes to license, rent, lease or otherwise permit such mass musical or public entertainment, in accordance with the procedures set forth in this chapter. All of the persons referred to in this section shall hereinafter be referred to as "the applicant."
