Pursuant to Ohio R.C. 1724.10, Council hereby finds and determines that it is the policy of the City to promote the health, safety, morals and general welfare of its inhabitants through the designation of a community improvement corporation as the agency and instrumentality of the City for industrial, commercial, distribution and research development within the City. The North Royalton Community Improvement Corporation, a community improvement corporation organized as a corporation not for profit in the manner provided in Ohio R.C. Chapter 1724, is hereby designated as the City's agency and instrumentality for industrial, commercial, distribution and research development in the City.

The Mayor and the Clerk of Council are hereby authorized to enter into an agreement and plan of industrial, commercial, distribution and research development with the Community Improvement Corporation in substantially the form attached to original Ordinance 1983-22, passed November 2, 1983, as Exhibit A, and containing the provisions thereof, which form and provisions are hereby incorporated herein by reference. The terms and provisions of such agreement and plan are hereby confirmed in all respects insofar as they embody and constitute the plan of industrial, commercial, distribution and research development for the City under Ohio R.C. 1724.10.
