§ 31.40 ESTABLISHMENT.
   For the efficient, orderly and economical administration of municipal affairs, for the assignment and decentralization of duties and the proper control, management and supervision of the several officers, agents and employees of the City, the following departments are now established:
   (A)   Office of the City Manager;
   (B)   Department of Finance and Administration;
   (C)   Department of Police;
   (D)   Department of Fire/EMS;

   (E)   Development Services Department; and
   (F)   Community Services Department.
