As used in this chapter:
(a) “Civil service” includes all offices and positions of employment in the service of the Municipality.
(b) “Classified service” means the competitive classified civil service of the Municipality.
(c) “Commission” means the Civil Service Commission of the Municipality.
(d) “Employee” means a person holding a position of full-time or probationary employment.

(a) There is hereby established a Civil Service Commission, consisting of three electors of the Municipality.
(b) A member of the Commission shall be appointed by Council for a term of three years and until his or her successor has been appointed and qualified, except that the members of the Commission existing as of May 17, 1982, shall serve until the expiration of their existing respective terms. Upon the expiration of the term of office of a member of the Commission, a successor shall be appointed by Council for a term of three years. A vacancy in the Commission shall be filled by Council for the unexpired term.

(a) The civil service of the Municipality shall be divided into the classified service and the unclassified service.
(b) The classified service shall comprise members of the Police Division, except for the Director of Public Safety, the Police Administrator, dispatchers and members of an auxiliary police unit. Nothing in this section shall be construed as being applicable to personnel providing services to the Municipality pursuant to a contract.
(c) The unclassified service shall comprise all members of the civil service of the Municipality not part of the classified service.
