There is hereby created a Civil Service Commission consisting of three (3) members appointed by Council. Council shall determine which employees of the City shall be within the classified service and which shall be within the unclassified service. Council, by ordinance, shall provide, on the basis of merit and fitness determined by competitive examination as far as is practical, for the selection, promotion and removal and other procedures of all classified personnel by adopting, with or without amendment, Rules and Regulations established by the Civil Service Commission.
During the period of time between the adoption of this Charter and the establishment by Council of the Rules and Regulations, the Civil Service Commission shall be governed by the provisions of Chapter 124 of the Ohio Revised Code, provided, however, that the heads of departments created hereunder shall not be subject to Civil Service.
