The Commission shall:
(a) Prepare, conduct and grade all competitive examinations for positions in the classified service;
(b) Prepare, conduct and grade all noncompetitive examinations for positions in the classified service;
(c) Prepare eligible lists containing the names of persons qualified for appointment to positions in the classified service;
(d) Adopt and promulgate rules and regulations in accordance with this chapter and the Municipal Charter; and
(f) Hear appeals of employees in the unclassified service and classified service from final decisions of the Municipal Manager relative to reduction in pay or position, layoff, suspension, discharge, assignment or reassignment to a new or different position classification.
