On all property referred to in Section 1850.01, septic tanks and tile disposal fields may be constructed, provided that the following requirements are satisfied:
(a) The soil conditions in the area desired to be served by a septic tank and tile disposal field are receptive as indicated by a percolation test as set forth and established by the Ohio Department of Health;
(b) The size and depth of the septic tank and tile disposal field shall be determined or approved by the Plumbing Inspector in accordance with the results of tests performed pursuant to subsection (a) hereof; and
(c) The plans and specifications for construction are approved in writing by the Plumbing Inspector.
