(a) No person shall build or rebuild a privy, privy vault or cesspool on any property that abuts a street or alley wherein a sanitary sewer is established, nor shall any permit be issued or taken by the Plumbing Inspector of the City or the City Board of Health to clean a privy vault or cesspool on such property, except when they are to be cleaned preparatory to their abandonment.

(b) No person shall build or rebuild a privy, privy vault or cesspool on any property in the City that does not abut a street or alley wherein a sanitary sewer is established but which does abut a street or alley wherein City water lines are established or is otherwise located where such City water can be furnished or is available, nor shall any permit be issued or taken by the Plumbing Inspector of the City or the City Board of Health to clean a privy vault or cesspool on such property, except when they are to be cleaned preparatory to their abandonment.
