(a) The following persons are eligible to use the services of the senior sedan program
(1) Residents of the City who are sixty-five years of age or older, who have been issued a Golden Buckeye Card by the State in accordance with Ohio R.C. Chapter 173 and who have obtained a senior sedan identification card;
(2) Residents of the City who are eighteen to sixty-four years of age, who are permanently or temporarily disabled, who have been issued a Golden Buckeye Card by the State in accordance with Ohio R.C. Chapter 173, which has not expired as to its effective date, and who have obtained a senior sedan identification card;
(3) Residents of the City who are under the age of eighteen years, who are permanently or temporarily disabled such that the persons would qualify for the issuance of a Golden Buckeye Card by the State in accordance with the provisions of Ohio R . C . Chapter 173 if such persons were over the age of eighteen and who have obtained a senior sedan identification card;
(4) Residents of the City who, as of the effective date of this chapter (Ordinance 85-60, passed September 16, 1985) , are not less than sixty nor more than sixty-four years of age and who have, prior to -the effective date of this chapter, obtained a senior sedan identification card, provided that such persons until attaining the age of sixty-five pay one dollar ($1.00) for each one-way trip; and
(5) Nurses, attendants or aides to persons described in paragraphs (a) (1) through (4) hereof, provided that such persons are transported with an eligible person and pay a cash fare of one dollar ($1.00) for each one-way trip, unless such nurse, attendant or aide is age sixty-five years or older, in which case such nurse, attendant or aide, unless not a resident of the City, shall pay for each one-way trip with an official transit token.
(b) For the purpose of the senior sedan program, residence shall be determined on a case-to-case basis, based upon the domicile of the applicant. No person who is not a resident of the City, despite his age or condition, shall be eligible except for nurses, attendants and aides described in paragraph (a) (5) hereof.
