The license fee for each separate private alarm system which is installed and/or connected to a City communication system for monitoring shall be sixty dollars ($60. 00) per year for private alarm systems located within the City and one hundred dollars ($100. 00) per year for private alarm systems located outside the City. The license period shall extend from January 1 to December 31 of each year, or for any portion thereof with prorated fee consideration. Such fee shall be payable in advance and no portion thereof shall be refundable.
