The Director of Public Safety shall have the initial authority to limit the total number of installations and/or connections or to cause discontinuance and disconnection of any private alarm system when this is deemed necessary for the health, safety and welfare of the community and in accordance with the provisions of this chapter and the rules and regulations promulgated pursuant thereto.
