The Director of Public Service shall make such rules and regulations, not inconsistent with the Constitution and laws of the State and the ordinances of the City, as he may deem necessary for the management and protection of all burial grounds and cemeteries and for the burial of the dead therein, and such rules and regulations, when approved by Council, shall have the same force as City ordinances.
