(a) Every person owning and operating a taxicab under license from the City shall file in the Office of Public Safety a complete schedule of fares and rates charged passengers for transportation.
(b) Every person owning and operating a taxicab under license from the City shall display at all times a printed rate card of the fares and rates to be charged passengers for transportation. No operator shall charge a fare or rate more than those so displayed.
