No person shall operate or permit to be operated for hire, reward, gift, donation or other consideration, an unlicensed vehicle for transporting the public generally as passengers. In the case of a violation of this section, the violator shall not thereafter be granted a license for the vehicle concerned for a period of three months for the first violation and one year for a subsequent violation. Such remedy shall be in addition to the penalty provided in Section 872.99.
