No owner of any taxicab shall knowingly permit the same to be driven for hire by anyone who is not licensed under this chapter. In the event that such vehicle is so driven, the Director of Public Safety shall revoke the vehicle license for the vehicle concerned and for all other vehicles owned by the same owner.
