(a) If the Director of Public Safety is satisfied that the applicant is a suitable and proper person to drive a taxicab, and if the applicant's examination discloses no matters which prevent the issuance or renewal of a license, then the Director of Public Safety shall grant such license upon receipt of the proper fee.
(b) It will be the responsibility of the owner/lessee of the taxicab company to ensure that all drivers have the required city taxicab driver’s license.
