(a) Vehicle to Vehicle. In the event that the owner of a licensed taxicab ceases to own the same or in the event that such vehicle becomes unsuitable for operation, an affidavit to such effect may be filed with the Director of Public Safety who shall thereupon transfer the license to any such vehicle belonging to such owner, provided that such vehicle is approved by the Director of Public Safety and this chapter and relevant provisions of the Ohio Revised Code have been satisfied.
(b) Owner to Owner. No taxicab license shall be transferred from one owner to another.
