(a) The Director of Public Safety shall investigate each applicant for a taxicab license. The Director of Public Safety shall investigate and hold a hearing as to each applicant for a license. If the Director of Public Safety finds from such investigation and hearing, if said fearing is held, that the provisions of this chapter and the Ohio Revised Code have been met, the Director of Public Safety shall notify the applicant of the Director of Public Safety's findings and the license shall be issued.
(b) If the Director of Public Safety finds that the applicant, at that time, has not complied with this chapter, the Director of Public Safety may require the applicant to furnish, within 30 days, any additional relevant information required. If the Director of Public Safety then finds that the applicant is the owner of the vehicle for which a license is desired, that such vehicle is safe and fit for the public's conveyance and that the vehicle and the applicant comply with this chapter and relevant portions of the Ohio Revised Code, then the Director of Public Safety shall so notify the applicant, and the Director of Public Safety shall issue a license to the applicant upon the payment of the proper license fee.
