No taxicab shall be operated in the City unless a license therefor has been issued to the owner/lessee thereof and is in force. Every license shall expire on December 31 of the year for which it is issued. If a license is issued for operation on or after July 1 of any year, the fee shall be one-half of the annual fee. The annual fee shall be twenty dollars ($20.00) per cab and shall be in addition to the fee required for motor vehicle licenses under the laws of the State of Ohio.
